According to Director Adolfo Ibanez of the Special Action Center …

  • NCR – Estimated Turnout (ET): 70-75%; all precincts functioned; no reported violent incidents
  • CAR – ET: 75-80%; reports of ballot box switching in Langiden Abra; Baranggay Captain in Bucay, Abra killed by private armed groups.
  • Region 1 – ET: 82-83%; all precincts functioned; generally peaceful and orderly
  • Region 2 – ET: 75-80%; all precincts functioned; generally peaceful and orderly
  • Region 3, 7, 8, 12 – ET: 75-80%; all precincts functioned; generally peaceful and orderly
  • Region 4 – ET: 75-80%; approximately 22 precincts have not functioned, change of BEI members required
  • Region 5 – ET: 80-85%; all precincts functioned; generally peaceful and orderly
  • Region 6 – ET: 65-70%; all precincts functioned; generally peaceful and orderly
  • Region 9 – ET: 65-70%; all precincts functioned; reports of an explosive device in Baranggay Bobong
  • Region 10 – ET: 80-85%; the precincts in Brgy. Cayontor, Kauswagan in Lanao del Norte failed to function
  • Region 11 – ET: 80%; all precincts functioned, generally peaceful and orderly
  • CARAGA – 70-75%; all precincts functioned, generally peaceful and orderly

A caveat about the ET – It is too early in the day to come up with actual figures. These percentages, therefore, represent an estimate only, based on the personal observations of COMELEC monitors in situ.
