Abalos Resigns

Magandang hapon po sa inyong lahat. Salamat at dumalo kayo dito sa press conference na ipinatawag ko upang mai-pahayag sa ating kababayan ang kabuuan ng niluloob ko patungkol sa mga isyu at kontrobersiya na isinasangkot ang aking pagkatao at ngayon ay nakaka-apekto ng hindi lamang sa trabaho at katungkulan ko bilang Chairman ng COMELEC kundi pati na ang pribasiya, katahimikan at iba pang karapatan ng aking pamilya.

It has been almost a week since I appeared at the Senate Committees investigating the NBN Project. I did so against the advise of my counsel and closest of friends, driven by what I expected would be the inherent fairness of a Senate inquiry and the statesmanship of our Senators.

I was sorely mistaken. I was not treated fairly. My declarations were limited to only those that most of my interrogators wanted to hear.

In these few days of reflection and consultation I’ve had with my family and closest friends, I have come to the painful determination that the time has come to separate my person from the office I now occupy, and the institution I head.

I am resigning the Chairmanship of the COMELEC effective immediately.

Let not my detractors feast on this declaration. I am not admitting guilt for any wrongdoing. Neither am I giving up on my crusade to clear my name and reputation. I made this decision to spare the COMELEC from the vicious maliciously concocted attacks on my person. On the 29th of this month we will have another election. It is my intention that with my resignation today I shall have detached the COMELEC from the controversy in which my person is currently embroiled.

In the same way, my resignation should dispel the claims of my detractors that I am dangling so-called “political debts” dispensed when I was supposedly “king” during election period as a shield to fend off moves to oust me from office.

And finally, my resignation negates the accusation that this Administration is out to protect me and my incumbency.

40 years ago, I entered public service fired with the ideals of promoting the welfare of our people and placing public interest above mine at all times. It is for this very reason that I have resigned, subordinating my personal interest in completing the last few months of my term to the higher public interest of saving Congress from engaging in a complicated and long-drawn out impeachment process that would inevitably take its toll on the nation.

I take this opportunity to thank my colleagues in the government for the mentoring, the assistance and the comfort they have given me in my years in public service. Their thoughts and goodwill have become the founding elements of the wisdom that I bear as I return to private life.

I wish to thank likewise, my family, friends and most especially the people of Mandaluyong. I thank them for bearing with me, for the aid and comfort they have given me through all these years, particularly during these trying times.

I must repeat, however, that I have not given up the fight. Having rid myself of the impression of using my office for personal ends and the burden of keeping my office and the COMELEC away from the vicious attacks on my person, I am all the more determined to carry on my crusade to clear my name and reputation and exposing the lies and malicious claims thrown at me.

Sa aking pamamaalam sa serbisyo publiko, ay naroon ang aking pananalig na anumang haba ng gabi, ay mayroong bukang-liwayway. Sa patnubay at gabay ng ating Maykapal, malaki ang aking pananalig na tayo’y muling magkikita, taas-noo, sa bagong umaga.

(As I bow out of public service, I find comfort in the thought that at the end of even the longest of nights, the dawn will break. With the grace of the Almighty, I am confident that I shall see you once again, head unbowed, at daybreak.)

  1. sir james any update regarding the campaign guidelines? all candidates are asking na sir coz hindi naman po overnight gagawin ang mga campaign materials eh…. and its true na sayang lang ang gagawin nilang materials if hindi naman po maging legal. Baka po paglabas ng guideline na yan, tapos na ang election

  2. The guidelines are done. It’s just undergoing final review. I hope we can release it before the week is out.

  3. I am with my fellow eo macute, so far there are no guidelines yet on the campaign materials of these candidates, there was a resolution but tackled only on the disqualification…..i would rather adapt what is outlined about legal campaign materials last May elections…

  4. Sir Kailan po magkakaroon ng desisiyon ang BATAS PARTY LIST? Baka naman kaya matagal ayaw talagang paupuin ang nanalo?

    Sana maging patas ang Batas. Alam naman natin na maraming mga religious group ang nanalo, katunayan ang BUHAY, CIBAC, ALAGAD. Bakit itong Batas hindi naman religious group talaga e ayaw paupuin. Makikita naman ang background ng mga nominee iba-iba ang pananampalataya nila o religion.
    Sana po masagot po ninyo….

  5. Sumasangayon ako sa sa desisyon ni dating Chairman Abalos. Ang impeachment ay isang political exercise at sa nakikita ko ay hindi siya mabibigyan ng fair treatment gaya ng ginawa ng senado.
    Kung talagang matibay ang kanilang ebidensya na mayroon kang ginawang labag sa batas, magfile sila ng kaso sa korte at patunayan nila ang kanilang akusasyon beyond reasonable doubt.

    OT po ito at sana ay maunawaan ninyo ako sa paggamit ko sa blog na ito.Ako ay masugid na sumusubaybay sa proseso na ginagawa ninyo para sa AES na nakaprogramang ipaimplement sa 2008 ARMM eleksyon.
    Ako ay nalulugod na ang sistemang ipinatutpad nyo sa proseso ng procurement ay napaganda at maaring gamiting modelo sa ibang mga ptojects ng gobyerno dahil nakikita ko rito ang transparency at credibility, lalo na at may participation ang civil society at iba pang organizations na makakatulong dito.
    Nais ko sanang magbigay ng ilang panukala:
    1. magkaroon sana ng regular reporting na status dito sa blog ninyo na kung saan pwede kaming magcomment
    2. sana ay may maipamahagi rin ng schedule ng mga activities na may kasamang timeline para well informed ang mga mamamayan kung tumatama sa schedule ang proseso.
    3. mabigyan sana kayo ng sapat na media exposure, sa radyo, tv, newspaper at pati na sa internet upang maipaliwanag ang ginagawa ninyong proseso at maipakilala na rin na ang mga taong nasa likod ng advisory council ay may mataas na credibilidad. Ito ay para maiwasan na rin na magkamali ng pagbibigay ng ulat ang mga nasa media.
    Sa pamamagitan ng automated election system, ay magkakaroon ng malinis na eleksyon na makakatulong tumaas ang tiwala ng mamamayan sa ating gobyerno.
    Maraming salamat at sana ay mabigyang pansin ang mensahe kong ito.

  7. Director James: Actually it was not a surprise. It was expected , being pushed to the wall, he really had no choice but to resign. He could however turn this resignation to a more “patriotic move” by turning state witness. This will give him the opportunity to reveal the truth about the ZTE scam. If his main reason is only to clear his name regarding his supposed bribery attempt, then to my mind this move was self serving and empty. Its a pity a chance for his being great was lost.

    in my opinion, the guidelines for the May polls will apply in a suppletory manner. but you have to also consider that things have to be scaled down a bit. For instance, the cap on spending.

    the campaign starts on the 19th. If, as I am hopeful, the guidelines for propaganda materials are promulgated before the end of the week, there will still be ample time for candidates to prepare their materials.

    i think iba ang sitwasyon ng BATAS sa mga plgroups na nabanggit mo. I can’t talk about it, of course, dahil nasa Division na at malamang ay sinusulat na ang desisyon.

    you can call me james. when you say he should turn state’s witness, this presupposes that he knows something incriminating. but he has said all along that he knows nothing. what can he testify to then? and if he did turn state’s witness, will he then be guilty of perjury for saying previously that he didn’t know anything? it’s a complex situation, i think, where every angle deserves in-depth consideration.

    Sana nga po may desisisyon na ang BATAS party list. Umaasa po ako at naghihintay sa patas na desisisyon sa tulong at awa ng Dios.

    ano po masasabi niyo sabinigay na certificate ni pres. arroyo sa house and senate nah madaliin ang pagaproba sa bill sa nag popospond sa nalalapit na election sa barangay?salamat po
